About the Author
Zhang Weiwei is a professor of international relations at Fudan University and a senior research fellow at the Chunqiu Institute, China. He is concurrently a senior fellow at the Centre for Asian Studies, Geneva, and a visiting professor at the Geneva School of Diplomacy and International Relations. He has written extensively in English and Chinese on China's economic and political reform, China's development model and comparative politics. He worked as a senior English interpreter for Deng Xiaoping and other Chinese leaders in the mid-1980s.

A Chinese explains China to the Chinese

The interest of this book lies in the fact that it was written originally for a Chinese audience - more or less it is Chinese talking to each other. What arguments are used, what self-images are evoked? I'd recommend it on such grounds. Of course, all self-analysis is necessarily self-affirmation, and the author resolutely avoids stepping outside the boundaries of the politically comfortable; don't expect excruciating self-flagellation. The book is easy to read, if somewhat repetitive. It is worth spending same time with, and keeping handy as a collection of (+/- ideological) statements of Chinese political wisdom.

The Chinese play "go," and the West plays chess. There is no point in arguing which game is more satisfactory, or useful. To each his preferred game - though the choice is telling of the underlying mentality. I'll gladly accept China's claim to its own strategic and culturally based development path as presented here by the author. Three cheers for the three "no" (pg. 89).

My comments take the author's arguments as starting points. I'll check them for consistency; I'll verify historical facts and assess the current dynasty on its own terms, as given by the author. The balance sheet is checkered, in my double-entry book (a Western invention).

The strong points first.

China's long-standing ability to deal with the inner diversity of its civilization is remarkable. There seems indeed to be a willingness to strive for inclusiveness. The current approach of experimenting, of allowing diversity to bloom, in order pragmatically to find the best way forward, is laudable. It is a Bayesian approach, rather than top-down planning, and is per definition inclusive of experience and people. In addition, to being reality-based; spreading the pilot experience across the nation is easiest when it is done by emulation, rather than top-down fiat.

The author seems to be in the right when he points out that China's development has not entailed aggression and overseas adventures (pg. 12 and numerous other places). The building of a nation-state need not go hand in hand with external aggressiveness (as in the West). This point might have been made even more strongly, for the West imputes China outward aggressiveness, which to my view is more a projection of its darker self. China "standing up" does not necessarily mean that it is spoiling for a fight.

I'd agree that China has been able to transform itself silently, even unobtrusively. The Yellow Emperor has been banished, and replaced by a collective leadership striving to become a meritocracy (some quip that it was a management-buyout). This was done without beheading sovereigns, or creating revolutionary upheavals. In a way, China has just traversed a period as transformative as the French Revolution, and no one seems to have noticed.

The involvement of the state (what the author calls "macro-regulation") so far has proven helpful, though some of the author's claims might be taken with a grain of salt. So far, the going was easy. Economic development was the way forward, and some of the longer-term consequences were yet to manifest themselves. Soon trade-offs will need to be made: does China want to continue being the world's "producer of last resort" and accept the ensuing pollution? It is remarkable that neither "environment" nor "pollution" appears in the index to this work.

The search for meritocracy is meritorious. Indeed, the Keju system is a Chinese invention (pg. 132). Indeed, a professionalized ruling class may be better for the country in the long run. The system have not proven to be unmitigated bliss: mandarins closed China's doors to the outside under the Ming (to spite the eunuchs). In the XIXth century, the Keju system's unwillingness to reform itself stifled "self-strengthening." Corruption was significant at all times among the Mandarins. The system is easily perverted: self-referential formalism replaces professionalism. Such flaws have not been banished: one wonders what Marxism and the study of Contradictions can still teach the budding meritocracy - unless one takes mastery of this curriculum as proxy for an IQ test.

There are major flaws in the author's discourse, which he glosses over.

The Dynasty came to power in 1949. Indeed, it lifted 400 million people out of poverty. Hurrah! But it also sent 80 million or so to utter misery and terrifying death. A whole generation of children was not born, simply because fertility plummeted due to hunger and stress. It is very difficult for me to accept glossing over this fact (as the author does), blandly asserting that the Dynasty actually emerged in 1978, and reiterating: "this time the Dynasty means to be humanistic and Confucian" and what else. I'm not arguing that the Dynasty has lost its mandate - this is not for me to decide. The least one can do, however (particularly when facing the citizenry who has lived through these periods) is to acknowledge the events, and not to go on about the good deeds of the Dynasty as if nothing had happened. That the author considers politically impossible this revisiting of the past, tells much about the real state of things in China today.

In this context, the author is uncritical, I would even say hagiographic, of Deng Xiaoping. [So is Deng's major Western biographer (Deng Xiaoping and the Transformation of China) who devotes 12 of his 700-page-biography to Deng's role in the Dynasty during the first 20 years.] Deng had much blood on his hands until 1969. It is the outstanding merit of Deng to have learned from the Dynasty's mistakes. He concluded that one should seek ideological truth, but closure from ideological struggles in economic development.

The other "missing reality" in this book is coercion. The historical picture the author presents of China's civilization does not even mention the pervasive and ever present co-responsibility system. It was the subtlest, pervasive, terrifying and thus most effective of "harmonizers." It was there at the beginning, and it is still in place, in strange ways. More generally, the repressive character of China's traditional society is utterly ignored. Yet much of China's history is one of mindless state repression - as reflected in popular literature celebrating the redressing of state-wrought wrongs (in the West, by comparison, the stories are about heroic feats against circumstances).

The author praises the way use and ownership of land has been separated, avoiding concentration of ownership into the hands of few. This is correct, as long as land use does not change (or intensify). Changes are the order of the day, however, and the profits arising when use changes are being denied to the historical user. When hutongs are razed to make room for high-risers, displaced dwellers only get nominal compensation for use-loss, or are simply resettled: profit from the new use goes to the well-connected. This issue is not going away, and could tear the country apart.

A final remark: the historical sketch of China as civilizational state - the stately progress of Chinese civilization united around an unwavering sense of self over 3000 or more years - seems to me (who has read a tiny bit on the subject) quite incomplete (and often wrong, at least according to current Western scholarship). Just one example: it seems to have escaped the author's attention that probably over half of China's dynasties were either semi-barbarian (beginning with Qin), or fully "barbarian," like the Liao, Yuan, and Qing (for 200 years Han Chinese men grimly wore the queue as overt sign of submission to the "foreign" Manchus). One is hard put to believe that conquest bestowed on these foreign dynasties the capacity to incarnate Chinese civilization in its march toward Confucian perfection.

I'm afraid, this rosy-tinted view of China's past won't do. Here, I'll challenge the author, in a friendly way. While many histories of China have been written, they are all by foreign scholars. Given the scholarly capacities of China today, I'm eagerly awaiting the publication there (to be translated into English at affordable rates), of a History of China that surpasses in scholarly rigor, depth, and detail, what is available at the moment. For people like me, who would like better to understand this civilization, this would be a great bonus. And it would be proof of China having made peace with itself.

This small, 176-page book by Zhang, a professor at Fudan University and one-time interpreter for Deng Xiaoping, addresses the most gripping debate in and about China today: Should the most populous nation and the second largest economy in the world follow the Western, particularly American, model of economy and governance, or follow its own model of development while assimilating the best from the world? Zhang favours the latter and in this book, he provides his analysis and reasoning as to why he thinks so.

Modest and careful, Zhang sees two sides to every major issue, and recognising that statistics can be deceptive, he acknowledges that there may not be a great deal to rejoice in being the second largest economy. He remembers the lessons of history - that China lost the Opium Wars when it was then the world's largest economy. He understands that the "rise of China" irks as many as it impresses. He is cautious in rejoicing in China's new status not because he belongs to the camp that views it as a false dawn, but because he prefers (like Deng Xiaoping) that China keeps a low profile to avoid "unnecessarily heavy international burdens".

He issues a gentle but firm reminder to those who would scoff at the "rise of China" that China was not just an ordinary country rising through the application of a Western model economy. The nature of China's rise, in his view, "is the rise of a civilizational state which has amalgamated the world's longest continuous civilization with the modern state." This was made possible with the establishment of the three structures - the upper structure (which includes government ministries and the central bank) established during the republican years 1911-1949; the lower structure, established by Mao Tze Tung through land reforms and the mobilization of the peasants; and the middle structure established through Deng Xiaoping's economic reforms and China's entry into the modern market.

Carefully navigating through the landmark developments in the country's economic history, and constantly reaffirming the nature of Chinese society, Zhang compares the parallel history not just of America and Europe, but also China's tinier neighbours in Asia. One of the strengths of China (and for that matter, it ought to be the strength of every nation) is the people. Noting that education is invaluable and had played a crucial role in China's rise, one can at once understand why America is heading the opposite direction. Thus, just as Deng Xiaoping's ride in Japan's bullet train in 1978 inspired Deng to modernize China, Barak Obama remarked after riding in China's longer, faster bullet train in 2010 that: "There is no reason why China should have the fastest trains".

Zhang holds the view that had China adopted the Western model it would have disintegrated like the USSR and Yugoslavia. He presents a different assessment of China than that often characterized in foreign press and publications, especially Western ones. Thus he states that "yet the reality is that most Chinese are fair-minded: if you have good performance in the past, and if you are still working earnestly for the people, they tend to understand you and give you room for improvement." This may not be the view typically accepted by the West, but the answer to the question whether Zhang is repeating Chinese propaganda or making an astute judgment lies in the earnest and humble tone of this fascinating book.

More importantly, Zhang identifies two groups of Asian countries that had tried the Western model and he gives his critical appraisal of the outcome. The first are countries like Philippines and Thailand which embraced the Western model too early - while they were still poor. The second group, like South Korea and Taiwan, adopted the Western model after they had reached a higher level of modernization. In all these cases, he noted three problems. First, society becomes more divided; secondly, corruption generally increased rather than decreased; and thirdly, the economy is negatively affected. [Zhang mistakenly named Lim Kit Siang as a "Thai opposition leader". Lim is a Malaysian opposition leader. The author more likely had either Chavalit or Chuan Leekpai in mind.]

This book is important not only for China but Asian countries on the advantages and cost of embracing the Western model. There is a clear and unmistakable hint in Zhang's book "The China Wave" that one cannot adopt an economic model without letting in the cultural flood - that is why China has to ask itself, will Western culture bring down what it has taken China so long to build?

The Author

Diana Kloss is Chair of the newly created Council of Occupational Health Professionals, set up after the Black Review.� She is a barrister and part-time employment judge in Manchester, and also an Honorary Senior Lecturer in Occupational Health Law in the University of Manchester.� She has considerable experience of employment law and medical law, both in practice and as a lecturer and researcher.� ��Diana is an ACAS arbitrator and mediator and a member of the Industrial Injuries Advisory Council and the CJD Incidents Panel.� In 2009 she was appointed MBE for services to occupational health.

Great if you are studying British Law

This book is written about British law, and even compares itself, on occasion to the U.S., for example in the increase in law suits initiated by citizens. American law is based on British law, and referenced when we have no basis of reference of our own in America, but that is not the case for Occupational law.

It appears that Amazon has merged the two ISBN versions under one description, doing a great disservice to the buyer. Unless you don't care which book or get, or unless you have been instructed to get this book as a text, I would move on to another book with a focus on American Occupational law.

Beyond War is an uneven book. While Rohde launches a laudable critique of American institutions abroad, he cannot escape a nagging idealistic vision of the benevolent power of US influence. Rohde argues against war, but advocates the soft power stratagem of waging a financial and diplomatic campaign for the hearts and minds of the Middle East, proposing to support a new cohort of "moderate" groups that share American values through business investment and innovative programs. In an author's note, Rohde humbly explains that he was kidnapped and held hostage in the tribal areas of Pakistan and promised his family he wouldn't travel to dangerous places anymore. But the absence of on-the-ground reporting in the second section is not the real problem; the more basic difficulty is that Rodhe's prescriptions aren't radical enough for the task at hand. —Suzy Hansen

Beyond War by David Rhode - Book Review

David Rohde, a distinguished journalist who has covered the Middle East extensively, has written a book examining US policy and behavior in the Middle East with a particular emphasis on post 9/11 activity. In Beyond War: ReimaginingAmerican Influence in a New Middle East (Viking, 2013, 240 Pages, $27.95) David Rohde explores the systematic failures of policy in Afghanistan, Iraq, and Pakistan which have led to worsening relations in the Middle East. He concentrates on the extensive reliance on employing military contractors to undertake activities which should be dealt with by the military, intelligence, and diplomatic arms of the government, but which have become relied upon because of reduced funding and the difficulty of responding to specific needs posed by the arcane hiring practices in today's underfunded government. The examples he presents are chilling in their depiction of the devolution of U.S. influence where success would have been achievable under different circumstances. Important Message in a Subtle Way:

In the core of Mr. Rohde's recommendations is the good old rule of "live and let live." The only way to earn respect is by giving it to others. Guns can earn you fear, but you can't expect them to love you and respect you in return. We Americans have got to learn to respect the difference of values, norms and opinions. The era of imperialism is long gone. Mr. Rohde has tried to convey this message in a very subtle way. If it doesn't look exactly like us, doesn't walk quite like us, doesn't talk like us, it may still be a human being and may have right to live!

Meyer (editor of Minimalism) points out that, at first, the term "minimalism" was derogatory, implying that the art was too reduced and abstract. In the late '60s, the label lost its stigma as the work was widely recognized by major museums, and minimalist art headed toward canonization. Meyer analyzes that process as well as the backlash against minimalism by leftists, especially in Europe, who associated it with American cultural imperialism. A glorious book combining a multitude of exquisite images of important Minimalist works with an unusual book design that includes overlapping fonts, and font sizes that progressively downsize as the reader moves through the text. (The book designers must have had a ball with this job.)
The first section is loosely defined as a history of the development and basic tenets of Minimalism. An idea that weaves throughout much of the work termed Minimal is the use of serial geometry, industrial materials, and factory production methods that deny the centuries-old tradition of art as a unique, hand-crafted object that cannot be replicated. Although Minimalism is no longer avant-garde, its influences are felt today in Conceptual and process art, as well as Neo-Geo. This section goes beyond the traditional survey that simply is a factual list of themes or ideas utilized by each particular artist to also include critical response to the work. Minimalism is broadly characterized as a response to and reaction against the subjectivity, gestural mark-making, and private vision of Abstract Expressionism.
The bulk of the book, the second section, is given to reproductions of the works by the Minimalist artists and those often associated with Minimalism. Large photos are accompanied by captions that describe that particular piece.
The third and final section is a collection of writings, interviews, and other publications by critics and the artists themselves, chronologically arranged to illustrate the chain of discourse eminating from important exhibitions of Minimalist work.

A great book for Biopsychology students and those who are interested in brain.

If you are looking for a `friendly' book that gives you a comprehensive introduction on Biopsychology. This is the one to go for. It is meant to be a textbook, yes, but it could also be an enjoyable read for those who are interested in why we behave the way we do, for example, why do we sleep? Why have sex? What cause satiety and appetite?

The book starts off nicely with the introduction to neurons, brains and biological psychology before proceeding to chapters covering a wide range of topics such as sensory systems, the control of movement, hunger, satiety and body weight, emotional state, sleep, sexual development and behaviour, learning and memory, language and cognition, mental illness, drugs and addiction, degenerative diseases of the brain, genes and behaviour.

You don't need to have a previous background in psychology to be able to follow the book. (I have no background in psychology. My educational background is in Mathematics with secondary school science knowledge, plus English is not my first language and I can follow the book just fine.) The way the book was written is as if the author is talking to me. I have enjoyed reading this book. Despite the book being labeled as a textbook, it does not give a tranquilising effect like many other textbooks do.

You can either start off from chapter 1 or jump to any chapter of your interest. When my friend saw this book, he flipped through the contents and jumped right to the sex chapter.

Another `nice' features of this book apart from it being very well-written in a language accessible to non-psychology major and laypeople alike are that it is well-illustrated, a clear and concise summary at the end of each chapter. The book also includes a list of further reading for each chapter so that the readers can expand their knowledge of the topic.

The Best Book Ever Written About the Japanese Financial-Industrial System (and I've read hundreds during the last 40 years)

I am an expert on the financial-industrial system of Japan, and I have co-authored two books with John Carrington and written another two, but this book escalated my detailed knowledge of that system by several orders of magnitude.

This is an astonishing, timely and well-written book. Not only does it set out the Ministry of Finance/Bank of Japan investment credit creating policies that lie at the root of the Japanese economic miracle, but it also explains how the Japanese asset price bubble happened because of BoJ speculative credit creation. It discusses how the "lost decade" of the 90s occurred because the "Princes of the Yen" running the Bank of Japan sat on their hands and did not create the credit that would have put an early end to that long depression. The "Princes" �did that because the BoJ had the objective of "Structural reform" - of creating in Japan a US-style hire and fire economy, lowering average and median wages and prioritising profits, with privatisation and less welfare through reduced government spending. The book therefore corrects several prevalent misconceptions. Economists need to understand that money is not just a neutral medium of exchange, for the creation of money by the central bank is not neutral, it can be earmarked investment credit, stimulating productive investment and economic growth, or it can be speculative credit, forcing asset and land prices up and creating a subsequent misery-creating recession, with the possibility of the central bank not creating the necessary credit creation that can end depressions. This book argues that all central banks need to operate under democratic control and should not be independent, because if they are, they may (as the BoJ did) adopt and practise policies to the detriment of the economy and to all those who make their living by working in it. The failure of Japan's growth during the 1990s was not, as many western commentators assume, the failure of the Japanese investment-credit-creating growth model, but the predictable failure of Western neo-classical economics when the BoJ tried to force these policies upon an unwilling Japan. The additional topics that this book covers are many, but just to give a few headlines that can be covered in a brief review: this book illustrates a better investment-credit-creating method of running an economy; shows how the boom-and-bust cycle which is the blight of many economies could be reduced by limiting the central bank's credit creation for speculation; names the names of those responsible at the BoJ for the "Look no hands" credit-reducing depression-lengthening policies of the 1990s; indicates that the current AsIan zone of high economic growth are the countries which were occupied and controlled by the Japanese during the war, when the local leaders (mainly in South Korea and Taiwan) learned growth-accelerating investment credit creation during the wartime Japanese administration; and points out that the economic growth procedures adopted in post-war Japan were implemented by the same personnel who had piloted them during wartime while working in the Manchurian Railway Company.

Werner’s observations have a direct relevance to the European�and American contexts. The Reichsbank has been reborn as the ECB and its processes of credit creation are outside democratic accountability and control. Europe’s long recession is being extended by the ECB’s obsession with low inflation when, as Werner points out, the ECB should be creating earmarked investment credit to produce higher investment, growth and employment. Werner observes that the independent Reichsbank previously caused the mass unemployment in 1930s Germany by insisting on the impossible - that firms which had invested bank loans in plant and equipment should nonetheless repay the loans earmarked for that purpose - with the inevitable result of bankruptcies, mass unemployment and the destruction of economic capacity. Werner argues that the independence of the central bank is no guarantee of their practice of appropriate policies and that inflation control is not the only economic objective. He concludes that whatever the failures of politicians, they are the elected authority who have the democratic right to determine the country’s economic policy, and central bank independence is unlikely to deliver that objective, because adequate investment credit has never been created by an independent central bank. The post-war German-Japanese financial-industrial systems created great economic growth.Werner shows how the Bundesbank was successful not because of its independence from the government, but because of its reduced independence compared to the unaccountable Reichsbank: the Bundesbank was made accountable to parliament (Bundestag) and its legislation, such as by the stability and growth law of 1967. Bank independence has not produced comparable results. The American Federal Reserve is similarly not subject to any democratic accountability except for Alan Greenspan's and his successor’s occasional talks to the Congress.

Above all, Werner uses the relatively recent technique of Granger Causality analysis to show that investment credit creation is the predictive egg that precedes the subsequent chickens of growth, and thus provides calculations of the predictive causality about how bank-generated finance can create real growth or speculative asset bubbles. (Sir Clive Granger, along with his colleague Robert Engle, was awarded a Nobel Prize for contributions to economics, perhaps for his development of Granger Causality Analysis, which tests the validity of predictive causative links between two items of economic data).

The author of this book - Richard Andreas Werner - was the first 1991 Shimomura Fellow but the Japanese, following their usual practice of concealing Dr Osamu Shimomura's (1910-89) great contribution to economic growth theory and practice from Westerners, apparently did not tell Werner who Shimomura was and why he was "Japan's most influential post-war economist." No matter - Werner has competently worked things out for himself, independently arriving at understandings similar to the Shimomura model of Japan, and producing �these by inductive reasoning from the economic data and demonstrating their validity through the Granger calculations. Werner's book reports upon more extensive results than Dr Osamu Shimomura's model of the Japanese economy does, because Shimomura only (only?) deals with how BoJ investment credit creation �increases economic growth while Werner also points out how growth in central bank credit creation can be misused to fund the speculation of an asset bubble, and how the lack of appropriate credit creation following a recession can create a long lasting depression. Werner's work could not be more relevant to today's economic circumstances.

If you are a student of economics, buy this book. Your teachers and lecturers, trapped in the prevalent neo-classical mindset, are unlikely to tell you anything as relevant as this book will. Challenge their complacency. And if you are a Professor of Economics, get yourself re-educated by buying, reading and understanding this book. If you are a member of the public or a civil servant or anyone interested in economic policy and how we could have a more flourishing economy, buy this book - it tells you about that. Finally, if you are a politician, please read this book, for it contains better growth-assisting policies than any being currently taught, reported upon, or practised in the West, and you should learn about these and how to to apply them.

A truly great book and a curtain-raiser for Werner's "New Paradigm in Macro-Economics" which is equally excellent

Having heard Richard speak in Tokyo I realized that my neoclassical views of economic and monetary policy was in need of urgent updating. The facts, observations and political elements involved in central banking policy and how this is ultimately controlled by the "Princes" in Japan provides the context for a great leap of understanding in the prolonged recession of the lost decade and the perceived need for crisis to create change. Richard also provide invaluable historical insight to the economy of Japan, which will aid understanding the present day culture, salary men and what happens when incentives are correctly employed. He also explores the reasoning behind the Asian crisis and this flows well having built up solid illustrations of US cronyism.

Richard also provides a gem of last chapter in exploring the actual versus perceived independence of the Bundesbank, the European Central Bank and the need for extreme caution in creating truly independent, un accountable ECB, which does not guarantee good policies. This chapter has led to a much clearer understanding of a single European currency, bank and policy and has helped form what I feel is a much more accurate opinion.

Very good research and observations through out and employing evidence on trial approach with Dr Watson showing up makes the central theme very compelling. This also makes the book easy to digest.

Still worth reading in 2007

Mr. Donovan's review is excessively dismissive, IMHO. There is a lot of solid information in this book that is hard to find elsewhere. His case for a central banker's "conspiracy" isn't airtight (he doesn't explicitly state it, though it is implied in the text) but regardless he points out some worrying myths and conflicts of interest that we all need to be more aware of.

The author presents evidence that central bank "independence" is actually more like unaccountable autonomy and that this can be disastrous for the economy (and has been so in the past). A huge conflict of interest exists in that the banks collect and publish their own economic statistics--allowing them to fudge the numbers or highlight irrelevant statistics while de-emphasizing vital numbers that would call some of their decisions or powers into question. He makes the plausible case that technocrats are not immune to the corruptions and biases of power and can't be blindly trusted to do the right thing.

Most of the book concerns Japan. I've read maybe a dozen books on the Japanese economy and this one has the most plausible explanation for the strange economic policies of that nation I've seen so far--though I can't help feeling his analysis is incomplete. Anyone interested in the Japanese economy who feels dissatisfied with the explanations they've come across for events in that nation should read this book. Your understanding will be advanced, though perhaps you will still have questions.

The Japanese system is opaque and corrupt--it shouldn't surprise anyone that conspiracy theories abound, and that even respectable authors can sometimes sound like conspiracy mongers. There really is a powerful oligarchy in Japan that pulls strings from the shadows. There really are things that happen for which the official reasons sound implausible.
